FQAS Information
The Faculty Quality Assurance System which replaces our old faculty certification system ensures that the System hires high-quality teaching faculty who will be supported with ongoing professional development to support learner success. The new system is an all-encompassing program that begins with position creation and works continually to develop faculty throughout their career with WTCS. FQAS was placed into effect July 1, 2015 by State of Wisconsin Administrative Rule. See attachment for more details.
The FQAS Competency Framework contains shared competencies and performance standards that will be utilized for professional development under the Faculty Quality Assurance System. Each WTCS college has discretion in regards to how these competencies and performance standards are delivered.

AssessmentOffered In-Person or Online. Prepares educators to design and implement the performance-based assessment component of a course. Educators will be introduced to various assessment practices, such as formative and summative assessments and rubrics. Places emphasis on the importance of communicating assessment results to improve teaching and promote student learning.
Data and Evidence AnalysisPrepares educators to explore data analysis tools, analyze teaching and learning data, and use data to inform decisions about their teaching and learning process.
Teaching Methods and TechnologyOffered In-Person or Online. Prepares educators to plan and facilitate learning. Introduces basic learning theories, models, and cycles. Participants will explore instructional strategies and techniques that emphasize active learning, employ instructional technology, support learners with a variety of learning preferences and needs, and generate continuous improvement in teaching and learning.

Behavior ManagementOffered In-Person or Online. Prepares educators to use varied strategies for managing the learning environment. Participants will examine factors that affect student behaviors and evaluate services and resources that support behavior-related teaching and learning needs. Educators will also explore their own professional behaviors that impact the teaching and learning environment.
Embracing DiversityOffered In-Person or Online Prepares educators to create an inclusive and effective learning environment that will meet the needs of diverse student populations. Participants examine organizational, classroom, and student diversity issues, as well as examine their own lenses through which they view others. Participants apply competencies to meeting the needs of the specific diverse populations, or individual members of diverse groups, that make up their teaching and learning environments. These populations include, but are not limited to diversity of: age, sex, gender, social class, religion, Veteran status, disability (or ability), race, ethnic background, and sexual orientation.

Course DesignOffered ONLINE Only. Prepares educators to employ the performance-based instructional design and planning process. Participants designate and develop outcomes, identify performance expectations, design learning plans, develop assessment tasks, and prepare a syllabus. Places an emphasis on utilizing quality review measures to validate curriculum.
Student SuccessOffered In-Person or Online. Prepares educators to promote and develop a culture of continuing student success and persistence. Educators will explore learner centered communication, strategies to meet the needs of multi-generational learners, available student support resources, as well as analyze legal and ethical implications of the educator's role. Participants will also explore the impacts of student personal and life circumstances and the instructor’s role in student career development.

Upon completion of competencies, you will only be required to maintain a professional development plan annually.
